Dicta License is a Filipino rock band formed in December 1999 that blends rock, rap, and grunge. The band includes Pochoy Labog on vocals, Bryan Makasiar on drums, Kelley Mangahas on bass, and Boogie Romero on guitar. Their name translates to "License to Speak," highlighting socio-political themes. In 2001, Dicta License gained recognition when Warner Music Philippines included their songs “Duct Tape” and “Criminal” in the compilation album No Seat Affair. They performed at the Busan International Rock Festival in Korea the same year. Their debut album, Paghilom (2005), was released under Warner Music Philippines, with the carrier single “Ang Ating Araw” becoming the most played song on NU 107 for that year. Dicta License released their second album Pagbigkas (2021) digitally, followed by a limited edition vinyl release (2022).
