In this episode, Debbie welcomes back Kevin Chen from Paramount Disability Homes for a conversation about the status of the Victorian Government NDIS Housing Crisis. This major crisis is unfolding in Victoria as state government subsidies for group home support workers which have already ended at the end of 2023, have leases for these properties set to expire on 31st December 2025. This impacts approximately 5,000 NDIS participants currently residing in 600 to 700 state government-owned group homes, many of which were grandfathered into the SDA system as 'Basic' level dwellings as early as 2016, lacking modern accessibility features (not meeting IL, FA, Robust, or HPS standards). These homes have operated since pre-NDIS times (before 2013), with residents often being in their 50s and 60s, having lived there for 20-30 years with the same support workers. A significant hurdle is inadequate funding. Undertaking plan reviews for 5,000 people to get funding uplifted is a massive operational challenge, with no clear process or guarantee of success. There's a risk participants could be rejected or have their SDA funding removed entirely, especially if they are elderly, leaving them with even fewer housing options. While there is an oversupply of new SDA properties in Melbourne's outer suburbs (northern, southeastern, and predominantly western), the affected participants, who have lived in inner and middle-ring areas for years, wish to remain in their current locations. Providers moving to outer areas risk losing many clients. Furthermore, support workers are reluctant to travel to these outer suburbs. SIL Landscape: Challenges and IssuesA significant challenge for SIL providers is the increasing difficulty in matching participants to vacancies for sustainable, long-term placements.Many providers lack the resources or contacts with other SIL providers or support coordinators to effectively find suitable participants for their vacancies.Providers face substantial financial pressure when vacancies exist, especially when they have multiple SIL houses but only one resident, making it difficult to maintain financial viability.Incorrect support ratios (e.g., a participant funded at a one-to-two or one-to-three ratio but requiring more intensive support) lead to providers operating at a loss.Directors of SIL providers are experiencing stress due to:Insufficient participant placements compared to available facilities, leading to houses with low occupancy.Mismatched funding ratios, forcing providers to operate at a loss when the actual support needs exceed the funded ratio.Rushed or hospital discharge scenarios becoming concerning trend:Providers are reluctantly transferring participants to hospitals, often as a "social admission," when funding or staffing is inadequate to safely support them in the SIL environment. In this episode, Debbie sits down with Denise & Lenore from our Data and Research team to review the recently released Housing Hub Accessible Housing and Support Data Snapshot June 2025.They take a look at the Housing Hub figures and what the tell us about what housing seekers are actually looking for, versus what properties are available through the Housing Hub search portal.As of the March quarter, there are 24,761 participants with SDA funding (the NDIS report released mid-August notes 25,057 as of end June), and $542 million in plan funding, which has recently increased to $560 million. This is still below the original $700 million estimate from nearly 10 years ago, indicating that participants are not utilising their plans or funding, and are unable to access the right accommodation.The Housing Hub Data Snapshot highlights a significant undersupply of single-resident dwellings or for one resident with family: 53% of listings allow living alone or with family, but nearly 75% of seekers desire this. 45% wish to live alone, & 29% with family, indicating growing demand for Appendix H arrangements. This highlights that while listings may not offer the opportunity, it can be requested from property providers, though many SDA providers still don't fully understand Appendix H, and SIL providers face financial difficulties in providing care for single participants.Demand vs. Supply Discrepancy: The data shows that while 52% of listings allow seekers to live by themselves or with family, nearly 75% of seekers wish to live alone or with family. This indicates a significant demand for single-resident dwellings that is not being met by current listings.Appendix H Misunderstanding: Appendix H is a provision that allows participants to live with family and others, but many investors & providers do not fully understand its implications. They may perceive it as financially unviable etcFinancial Viability: Providers may face financial challenges in offering single-resident dwellings. The care provision model often involves sharing care among multiple participants, which can be more financially sustainable.  Geographical Mismatch: There is a disconnect in an oversupply in some areas and an undersupply in others, including single-resident dwellings. Kirstie chats about the gaps in disability housing, from someone who is on the ground in Melbourne, and this episode gives our listeners a better awareness on this subject.Independent Living Options (ILO) Model The ILO model (aka ILA) is intended to be a flexible model where a person can live alone, with a flatmate, or in a co-designed arrangement. However, it fails in practice because it only funds support, not housing or rent. It is only a viable option if the person can afford rent or access private housing.Supported Independent Living (SIL) Model IssuesSIL is usually delivered in group homes managed by a single provider, who often controls both tenancy and support. This creates critical concerns, as residents are often placed with people they didn't choose, have little say over routines, and may have staff imposed on them. Support is often bundled with housing, meaning participants risk eviction if they wish to change support providers.Guardianship and Conflict of InterestA concerning trend identified shows some SIL providers initiating guardianship proceedings or nominating themselves as guardians. This allows them to gain control over finances, medical decisions, or daily life, creating a significant ethical conflict and resulting in a total loss of autonomy for the participant, where the provider controls housing, support, and legal authority.Low Eligibility for Specialist Disability Accommodation (SDA)SDA is a very niche and specialist solution, available to only 3% of NDIS participants, not the forecast 6%. It only funds the building, not the support, and is often shared and location-limited.Public and Community HousingPublic housing has waitlists often exceeding 10 years with very limited accessible stock, and the system does not consistently prioritise people with disability, especially those not at immediate risk of homelessness. Community housing, managed by not-for-profit or mission-based providers, also has long waitlists (minimum 3 years) and can replicate group home power dynamics. Initial data hinted at an imbalance, but deeper analysis reveals a 132% oversupply, with over 100 excess places. In this episode, we welcome back Tania from Tania Gomez Consulting.Tania chats with Debbie about the recent NDIS Pricing Arrangements & Price Limits (applicable as of 1st July 2025) and why there is so much concern within the NDIS community over financial viability and quality of service provision following a lack of insufficient pricing increases and in some cases price cuts for certain sectors, particularly Support Coordination, Plan Management and Allied Health operators in rural/remote areas.Impact on Support Coordination:Limited Increases: Only Level 1 Support Coordination (applicable to a small minority of participants) received a price increase, linked to minimum wage changes. The major categories, Levels 2 and 3, saw no meaningful increases, despite escalating business costs (inflation, super, compliance).Financial Pressure: Ongoing price freezes have not kept pace with rising costs. Providers report increased stress, challenges in retaining qualified staff, and, in some regions, service withdrawal by major agencies.  The release of the 2025â26 NDIS Pricing Arrangements & Price Limits has prompted significant concern within the NDIS provider community. While some pricing categories have been indexed, critical areas such as Support Coordination, Plan Management, and Allied Healthâparticularly in rural and remote regionsâface a mix of price freezes, reductions, and withdrawal of rural loadings. These decisions are fuelling anxiety over the financial viability of providers and the future quality of services offered to participants. In this 4th instalment of our popular 'Ask Us Anything' series, we dive deep into an email from Andy, a builder from Adelaide who is a regular podcast listener, and has SDA build ideas for his son. We answer his questions and explore his theories. His questions sparked a discussion about the realities of SDA development, from financial considerations to design best practices, and even his theories on where the SDA market is headed.Below are some of the points of discussion in this episode:Andy's initial design concept involves two side-by-side dwellings, each intended for two participants, with individual spaces and shared breakout and care rooms. However, the hosts clarified that it will likely end up being one resident per house, and Andy further explained his dual-key design idea, where each house has a main front door entry leading to two separate dwelling entries within the building, essentially two villas inside one house.There is a specific safety requirement for a lockable kitchen, using a nib wall to allow exclusion when necessary (e.g., when cooking with hot water). This is seen as essential for some robust participants, though market acceptance and design assessment may vary.The idea of separating the carerâs bedroom and office into two rooms is discussed, with consensus that more space for carers is beneficial.High, non-climbable fencing is required for robust participants to prevent absconding.Post-certification changes can improve property functionality for care teams.The dual-key/dual-occupancy design raises concerns about compliance, as participants are supposed to have full access to the entire house.
